999c94eedc Add SeaweedFS-backed file storage infrastructure 
Introduces IFileStorageProvider and an S3-compatible implementation (S3FileStorageProvider) configured via new SEAWEEDFS_* configuration keys, for storing uploaded files against SeaweedFS.
